City of Rhinelander DOES NOT collect property taxes after January 31st.
After Jan 31st interest and penalty will be assessed to unpaid Property Taxes. Payment can only be made to Oneida County. Checks, payable to Oneida County Treasurer, can be mailed to 1 S Oneida Ave Rhinelander WI 54501.
2nd installment or Delinquent* tax payments CAN be made through Oneida County's Point and Pay. The link will redirect you to the Ascent Records page where you will need to look up your parcel.
Property Tax Bills are mailed to property owners no later than the third Monday in December.
If you did not receive your property tax bill you can find and print it off at the link above.
Personal property tax bills are mailed in mid December and are due Jan 31st to the City of Rhinelander.

Regarding the passage of AB 245:
2023 Personal Property Taxes are still due to the city by Jan 31, 2024.
2024-As a result of AB 245, Wisconsin will not issue 2024 tangible personal property assessments, and 2024 Statements of Personal Property, otherwise due on March 1, 2024, will not be required.

Once it has been determined by the Weed Commissioner that mowing is required, a notice shall be hung on the front door of the property in question if such a door exists and a written notice shall be sent to the listed property owner alerting said owner that the property will be mowed by the City if within 48 hours of the time of the notice being mailed the property in questioned in not properly mowed.

Should the city cause damage or loss to you or your property, use the following form to make a claim.
City Claim Form
This form will be sent to the City Clerk's office and you will be contacted shortly.
The form has two parts. The "Notice of Claim" and "Claim" portions. By completing the first half of this form, "Notice of Claim," you alert the city to a possible claim. As long as you have filed the "Notice of Claim" portion of the form, you may file a claim with the City at any time consistent with the applicable statute of limitations.
However, for the City to formally accept or deny your claim, you must also complete, in full, the "Claim" portion of this form.
The Fire Department performs an inspection annually at all commercial properties in Rhinelander.
When a business will be opening in a new location, it is required to have an inspection to update business contact information and verify no code violations exist.
It is recommended that a sprinkler meter be used by those who have pools or water their lawns and gardens. The sprinkler meter measures the amount of water that is used to fill pools and water gardens and lawns. When the meter reading is given to the city, the sewer charge for the quantity of water used will be deducted from the utility bill. Credit will not be given on utility bills for pools filled without a sprinkler meter in place.
Total cost for the sprinkler meter and accessories is $136.63 as of 12/23. Call Water Utility at 715-365-8600 ext 512 to request a meter.
Place the sprinkler meter near the exterior house spigot, run a short hose from the house spigot to the entry end of the meter and then attach the garden hose to the exit end of the meter. Call the city with the initial meter reading upon install if not at zero.
Property owners are responsible for giving the meter reading to the city. Call the Water Utility at 715-365-8600 ext 512 to have the meter reading recorded.

(Per Municipal codes 5.01 through and including 5.07; Title 5 – Land Development)
• Insulation in existing structure
• Flooring that does not change subfloor
• Faucet replacement
• Small repairs with a value less than $500 (includes material & cost)
If you own a rental house, but you do not reside in the property, per the State Uniform Dwelling Code, the work must be performed by a licensed company or individual. Permits are still required even if the owner is completing the work, as well as any necessary inspections.
Once your permit is approved and you have been notified of your fee, payment must be received within 30 days of approval or the permit application will be null and void and documentation deleted from record.
Please note that construction will not be allowed to commence until payment is received and the permit obtained.

The CDBG Housing Rehabilitation Assistance Program provides housing rehabilitation assistance to low- and moderate-income households within the City limits. Assistance is available for both owner and tenant-occupied dwelling units.

Events that have had their fees waived by council and remain largely unchanged will continue to have their fees waived per the Special Event Fee Waiver Ordinance passed by council on October 9, 2023.
Public events are events that will be advertised to the public.
Private events are events that will not be advertised to the public. Wedding shower, birthday party, etc.

Applications must be accompanied by current rabies vaccination paperwork and proper fees. Intact = $20, Neutered or Spayed = $10 Late fee = $5
Applications and payments are to be submitted to the City Clerk's office at 135 S Stevens St Rhinelander WI 54501. If application/payment is mailed, provide a self addressed stamped envelope for return of the licenses.
Pet licenses must be obtained yearly and are due by April 1. A late fee of $5.00 shall be assessed against an owner who fails to obtain a license by April 1st of each year. Chapter 174 Wisconsin Statues requires all dogs five months or older be licensed. All pets must be licensed according to City ordinance 4.05.07. And all dogs must have proof of rabies vaccination in the form of a signed certificate from a veterinarian according to Oneida County Ordinance 23.07 https://ecode360.com/33799028
Camper Permit Ordinance
A RV or Camper may be used for a limited period of time by guests of a property owner on that property owner's hard surfaced driveway or other hard surfaced pad for a period of not more than seven days during any calendar year and then only upon obtaining a permit f om the Code Enforcement office of the City of Rhinelander. No property owner shall have anyone occupying or using an RV unless they have a permit that is properly displayed in a street window or other surface visible from the public road. An owner of a RV may clean or set up their RV on their own property without a permit but they may not occupy or use the RV as those terms are defined herein without a permit. Only one seven (7) day permit shall be allowed in any calendar year to any parcel or lot in the city. An owner of contiguous lots or parcels shall also be limited to only on permit for the contiguous lots/parcels.

Parking tickets can also be paid at the Rhinelander Police Department or at City Hall during normal business hours, cash or check only.

parking lot between 2:00 a.m. and 6:00 a.m.
At all other times during such dates, all motor vehicles shall be parked only as follows:
a. Commencing at 6:00 a.m. of an even numbered date to 2:00 a.m. of
the subsequent date, all vehicles may park only on the side of the
street corresponding with even numbered addresses.
b. Commencing at 6:00 a.m. of an odd numbered date to 2:00 a.m. of
the subsequent date, all vehicles may park only on the side of the
street corresponding with odd numbered addresses.
The Police Department may remove any illegally parked vehicle to a public
garage or proper parking place and may charge the cost thereof to
the owner of the vehicle.
c. The following streets are exempt from the even-odd parking
requirements.
1. Baird Ave., from Court Park to Dahl St.
2. Court Park, from Oneida Ave. to Baird Ave.
3. Oneida Ave., from Court Park to Dahl St.
4. Dahl St., from Oneida Ave. to Baird Ave.
5. Keenan St., commencing at its intersection with Kemp, and
proceeding northerly 100 feet.
d. No person shall park a vehicle in any area where parking is allowed
during emergency traffic regulations 4.02.13. The Mayor, Police Chief
or Director of Public Works may declare a snow removal emergency
where the parking of vehicles would impede snow removal
operations.
e. The forfeiture for a violation of this Section shall be $25.00.
Overnight parking ban is from 2:00 AM - 6:00 AM and begins on November 15th and runs through April 15th of the following year. If you would like to park your vehicle on the street overnight, you can contact the Rhinelander Police Department at (715) 365-5300 and submit a request. Requests will be evaluated on an individual basis (Ordinance # 4.02.06(c)(2)).
Curfew applies to anyone 17 years of age or younger and runs Sunday through Thursday 11:00 PM - 6:00 AM and on Friday and Saturday 12:00 AM - 6:00 AM (Ordinance # 4.03.03(4)(a)).
The Rhinelander Police Department does not have a jail, however; you may contact the Oneida County Jail at (715) 361-5180 regarding jail inquiries.
Currently, the Rhinelander Police Department does not fingerprint, however; the Oneida County Sheriff's Department conducts fingerprinting on Fridays from 2:00 PM - 4:00 PM and 6:00 PM - 8:00 PM. The Oneida County Sheriff's Department is located at 2000 East Winnebago Street in Rhinelander.
You have two choices. You can either pay the citation or appear in court on the date and time listed in the upper left hand corner of the citation. Citations can be paid at the Oneida County Clerk of Courts Office. If you have additional questions, you may contact the issuing officer.

Crash Reports are made available once it is received from the reporting Law Enforcement Agency, which may take up to 10 to 15 business days.

2) Mail payments (checks payable to Rhinelander Utilities) to Rhinelander Clerk's Office at City Hall*.
3) Drop off check payments, after hours, at City Hall*, in the drop box on the Pelham St side of the building(not the elevator entrance.)
4) Pay online via credit card or check here.
5) Water bills can be automatically withdrawn from a checking or savings account. Sign up for this service using the Direct Pay Authorization form. Submit this form and a voided check to the Water Utility office at City Hall*.
